EBN werd in 1984 vanuit de Europese Commissie opgericht en door diverse private en publieke stakeholders ondersteund. Doel van het initiatief: het stimuleren van het ontstaan – en de groei van nieuwe innovatieve bedrijven en het stimuleren van regionale economieën door middel van de ontwikkeling en opstart van een instrument genoemd BIC: Business & Innovation Centre. Bijna 30 jaar later is EBN een internationale non-profit organisatie, waar meer dan 200 Business & Innovation Centers(BIC), Innovation-based Incubators (IBIs), Innovation Centres, Entrepreneurship Centres, Business Accelerators en diverse soortgelijke organisaties bij zijn aangesloten. Het netwerk van EBN bestaat uit gecertificeerde incubators (EU|BIC), en staat garant voor een hogere kwaliteit.
