The Vietnam – Finland Innovation Partnership Programme (IPP) is an Official Development Assistance (ODA) program financed jointly by the governments of Vietnam and Finland. IPP is in its second phase (IPP2) running through 2014-2018 with 11 million EUR budget. IPP supports Vietnam’s overall goal of becoming an innovation-driven knowledge economy. The program’s objective is to generate lasting impact in the Vietnamese innovation ecosystem by supporting the scale up of practices tested on the ground for entrepreneurship and innovation training in universities, financing innovative companies, and creating cross-border business.
IPP targets long-term benefits for the Vietnamese economy and innovation system. The program works with key national and international partners to scale up practical innovation and entrepreneurship training as well as to improve local support mechanisms and programs for Vietnamese new innovative companies. It connects key actors in the ecosystem in order to build a strong foundation for Vietnam’s next-generation entrepreneurs and promotes innovation and business partnerships between Vietnam and other countries, particularly Finland.
